Great question. You have to remember that the KR part of the OKR is not the goal. That's the objective. The KR is meant to give you guidance and clarity as to what evidence will you have that you have met the objective.

Therefore, it's about meeting the objective and not the KRs per se.

Honestly, the most valuable part of OKRs is the planning itself, that aligns everyone on new insights regarding what you should focus on.
